The mobile phone call in which O’Neil is heard talking to his children, a year after the shooting, was released on Thursday by the Metropolitan police under the Freedom of Information Act.
It was made as he was interviewed in connection with the murder of the Brazilian in a busy underground train station on 22 July 2005, at a time when the incident was the subject of a major police inquiry.
O’Neil, who was first on the scene in King’s Cross station, a few hundred yards from the Barbican tube station where Menezes was shot dead, initially felt a duty of care towards the passenger who had been attacked and claimed he gave him water.
The mobile phone call, recorded four days after the shooting, was released on Thursday as part of a review of the circumstances surrounding the case. It was made as O’Neil was being interviewed by detectives in connection with the murder of the Brazilian in a busy underground train station on 22 July 2005
But he claimed to have been told by the head of the Met’s firearms unit at the time, Ian Hope, and other officers that the man was not believed to be a terrorist and that he should not have been shot.
O’Neil, who was patrolling the station with one of his colleagues, told his family he was being told by officers that his colleague had fired the fatal shot because he believed he had been attacked. “My colleague had been shot twice and he’s lying there bleeding,” O’Neil said.
